Since the founding of Group 16 in 1929, its history is directly related to that of the Association of Scouts of Portugal (AEP).

 Between 8 and 22 August 1933, four years after the creation of the Group, AEP held the II National Camp and the 2nd Conference of Leaders in Carcavelos, in the pinewood of Quinta dos Ingleses. According to reports from the time, "This camp was a success. Scouts from all over the continent and adjacent islands were present. The activity was well organized, well run and run in the best Scottist way ... ".

Regarding the Conference, the Jornal de Notícias published a news item on August 20, 1933, in which it describes the "Program era of Campo de Carcavelos, the biennial Conference of Leaders. These conferences are the most important meetings of Heads, because in them they will appreciate what the associative movement was, deal with the most important subjects and, even, try to modify something that was verified by the practice, that did not give the expected results. They are also an opportunity for the fraternization between the leaders of the movement, across the continent and islands.

Also at the Conference was a telegram from the World Headquarters (Baden-Powell) sent from Hungary, where the IV World Jamboree (World Scout Camp) was taking place, in response to a telegram with a greeting sent by AEP via the submarine cable located in Carcavelos.

Later, in 1950, Carcavelos returned to be the scene of another national activity - the VIII National Camp - that took place in Quinta do Junqueiro and was attended by 21 International Scout Groups and Organs, with 16 different countries represented.

The 90 years of Scouting in Carcavelos have been accompanied by the centennial history of the AEP, which has, on several occasions, chosen our locality to promote and develop national activities.
